CONTRACTING PRACTICES AND PAYMENT PROCEDURES
This report presents the research findings, conclusions and recommendations for improvements for nine selected topics concerning highway contracting practices and payment procedures. The topics include alternate bids, turnkey projects, incentive and disincentive provisions, retainage, documentation, ehtods of measurement, partial payments, payment for materials in storage or on hand and acceptance and final payments. The current practices are reviewed for each topic. The strengths and weaknesses of these practices are discussed along with the various options open to highway agencies. The report includes recommendations for improving agency practices in these areas and how agencies may apply these recommendations to their own operations. Example specifications are included in the appendices where appropriate.
