An evaluation of governmental measures which can contribute to energy conservation and energy diversification in personal and freight transport is presented. Measures studied are: (1) improvement and extension of public transport; (2) introduction, extension of group transport; (3) special tariffs for public transport; (4) improvement of car pooling; (5) special provisions for freight transport; (6) modifications in excises leading to a change from fixed costs to variable costs; (7) abolition or decrease in the fiscal field; (8) modification of the structure of taxes on cars to take account of their fuel consumption; (9) improvement and/or introduction of alternative communication means for limiting the necessary business traffic; (10) introduction of toll roads, peak hour taxes, parking taxes or a licence system; (11) periodical vehicle inspection and maintenance; (12) better adjustment of traffic signals, speed limits; (13) tests for fuel consumption, education in economic driving, andd (14) publicity campaigns.
