ENERGY SAVING BY INCREASING THE LOAD FACTOR IN PUBLIC TRANSPORT

Measures that increase the load factor in public transport can reduce energy consumption. The potential energy savings seem--however--to be rather small. A better matching of capacity to demand is feasible from a technical point of view, but will usually be too costly. Reducing the supply of public transport services on a larger scale, will--on the other hand--hardly find public support. Using fares policy to dampen demand fluctuations is a possibility that should be tired out, but it is difficult to quantify the likely effects.
