RURAL PUBLIC TRANSPORTATION PERFORMANCE EVALUATION GUIDE
This report, describes how rural and small city transit operators can use numerical indicators to assess how their systems are performing. Both financial (expense, revenue, and subsidy) and non-financial performance factors are covered. The document introduces 62 general or supplementary indicators, describing the data needed to generate them, how the indicators are computed, what they mean, and corrective actions which they might indicate. Use of the indicators is illustrated with a hypothetical case study, as well as with actual data from a number of small Pennsylvania systems. The report should be especially useful to managers and operators of small transit systems.
