DEREGULATION AND COMPETITION IN PUBLIC TRANSPORT: A CASE STUDY
The law on permits for passenger transport operations has been similar in South Africa and the UK for 50 years. In 1980 the UK government made radical changes to allow greater ease of entry, more competition, less administrative control of services, and greater freedom in pricing. The effects on urban services have been limited, but the pace of change is increasing. There has been a great increase in inter-city operations, giving more services, lower fares, and improved productivity. Even allowing for differences in social and economic conditions, the results in the UK suggest that cautious experimentation on local services in South Africa could give greater freedom of choice for passengers.
