CONCESSIONARY FARES FOR THE ELDERLY IN HERTFORDSHIRE. REPORT OF SURVEY AND FINDINGS
This report describes a survey of elderly passholders, carried out to establish the level of trips undertaken and the amount actually spent compared with what might have been spent at normal fare level. Answers were sought to the following three questions: is the pass scheme good value for the money allocated to it by local councils? Is the charge made appropriate? Is the concessionary pass revenue (i.e. Free schemes/half schemes) allocated correctly to individual bus routes by operators? The survey sample rate was established at 1 in 75 for the boroughs/districts offering a half fare concession, giving a final sample of 1.3% and the two boroughs offering free travel had a sample rate of 1 in 25, resulting in a sample of 4.0%. Details are given of the preparation, management and results of the survey. (TRRL)
