INTEGRATED ROAD SAFETY PROGRAMMES

The high level group on concepts and methodologies for integrated road safety programmes' was created under the joint leadership of the Netherlands and the United States to develop a conceptual framework for an integrated safety programme based on research results in numerous fields and drawing on the expertise of the various disciplines involved in road traffic safety research and management. Sixteen member countries and two international governmental organisations participated. The group had two meetings: the first in January 1983 in Washington DC at the US Department of Transportation and the second in March 1984 in Ottawa at the Canadian Ministry of Transport. The group's final report presents the background of the study, a review of past road safety trends in OECD member countries and an inventory of the most important safety measures taken. It then considers present road safety practice in member countries focusing on programme coordination, goal setting as well as limitations and shortcomings in current practices. Subsequent parts of the report deal with the conceptual framework needed to integrate individual safety measures and with methods to produce such programmes. The report ends with the group's conclusions and recommendations and a detailed agenda for future supportive research. The study should provide decision-makers, programme managers and scientists with generally acceptable guidelines to foster integrated efforts towards the reduction of the heavy road death toll that member countries are faced with. The title of the French version of this report is: "Programmes Integres de Securite Routiere". (TRRL)
