USE OF PARKING STANDARDS FOR CENTRAL AREAS

HET GEBRUIK VAN PARKEERNORMEN VOOR CENTRUMGEBIEDEN

Parking standards are rates by which parking requirements of various land uses can be assessed. This literature study has the aim of determining parking standards used in the Netherlands for visitors to central areas and the extent to which they are based on surveys. At the same time the question arises whether surveys into general parking standards are feasible and if so, the requirements which they would have to meet. There are three types of parking standard: (1) parking standards according to the Dutch building laws, (2) parking standards with which plans are worked through, (3) results of surveys. The principal drawbacks of the assessment method by means of parking standards are its static character and its lack of relation to other modes of transport. This method is therefore rejected. An alternative approach is suggested. A central area accessibility should be such that a sufficient number of visitors can come there to enable the desired retail trade to have sufficient business. It seems reasonable to adjust the area's transport facilities, including those for parking, to the present day situation. By means of modal split data the area's parking requirements can be assessed.
