REVISED GUIDELINES FOR THE LAYOUT, SIGNING, LIGHTING AND SITING OF MIDBLOCK PEDESTRIAN CROSSINGS

The existing guidelines for the layout, signing and siting of midblock pedestrian crossings as contained in the South African road traffic signs manual (SARTSM) have been revised. These guidelines are regarded as insufficient, too vague and in some cases, even unreasonable. The lighting standards for pedestrian crossings as set out in the South African Bureau of Standard's code of practice for public lighting are also examined. The South African National Committee on Illumination (SANCI) considers the lighting standards as still relevant but alternative lighting methods should also be investigated. Apart from the revision of some of the existing guidelines for midblock crossings, a number of additional aspects are covered in the new guidelines. With regard to layout, guidelines are proposed on the siting of bus stops, pedestrian refuges, ramps and kerbing, staggered crossings, guardrailing and extensive sidewalks. New road signs are proposed to improve the conspicuity of uncontrolled crossings as well as the behaviour of road users. Finally, a number of criteria are discussed for the siting of midblock crossings, e.g. Distances from signalized and unsignalized junctions or other crossings, speed limits, stopping sight distances and road width.
