NAASRA ROADS STUDY: LOCAL ROADS SAMPLING PROCEDURES

The NAASRA roads study has been undertaken on three classes of roads, namely urban arterial roads, rural arterial roads and local roads, defined in terms of their NAASRA functional classifications. Local government is responsible for most local roads and is therefore the principal source of data concerning them. During early discussions with representatives of local government throughout Australia to develop a study method it became clear that a complete census of local government authorities (lgas) was not advisable. The NAASRA Roads Study was urged to make use of data which lgas had already supplied to local government departments, states grants commissions and the Australian Bureau of Statistics. These data were examined and a number of items, which were similarly defined for lgas in all states, were assembled and analysed. The results of this simple analysis was not sufficient to meet the objectives of the NAASRA Roads Study but it was a valuable data base. Additional data were required if the results of the local roads study were to meet the NAASRA Roads Study objectives. A study involving a sample of lgas was indicated and the data base provided by analysing already available data could assist in the design of the sampling scheme. This report documents the general data requirements of the study as they relate to the establishment of sampling units and sampling frames, the development of the sampling procedure and the determination of sample size, the possible errors of some aspects of study results and possible improvements to the sampling procedure. Finally, some ideas for the application of sampling for the collection of data on arterial roads are outlined. (TRRL)
