NAASRA ROADS STUDY: THE EMPLOYMENT EFFECTS OF VARYING ROAD FUNDING
Employment effects of specified variations in road funding for the period 1980/81 to 1990/91 were estimated. The results of the analysis suggest that expenditure on road construction and maintenance has a large multiplier effect on the rest of the economy. Of the 36 industrial sectors examined, road construction has the second largest output and income multiplier and the third highest employment multiplier. Consequently, the estimated eighty thousand jobs in the industry in 1980-81 resulted in a further 112 thousand jobs in the rest of the economy. Assuming the 1980-81 division of expenditure between state road authority and local government authority construction and maintenance was maintained, each extra $ million spent in this sector would generate 127 man years of employment. If the 1980-81 spending level was increased by 50 per cent nearly one hundred thousand extra jobs would be created, forty per cent directly and the remaining sixty per cent as a result of the flow-on effects throughout the economy. Employment creating features of a works program do not necessarily coincide with its economic value ie, the propensity of a spending program to support or generate long term economic growth. Justification in economic terms must come from balancing benefits and costs. (TRRL)
