A MODEL TO CALCULATE THE ROAD USER COSTS AT WORK ZONES

This report presents a model, QUEWZ, which can be used to calculate the user costs resulting from lane closures through a work zone. QUEWZ calculates the delay costs and speed-change cycling costs of slowing down to go through a work zone and the change in vehicle running costs through the work zone. If a queue forms, the delay costs, speed-change cycling costs, and change in vehicle running costs in the queue are also estimated. The model also estimates the average length of queue each hour. The model can examine a variety of lane closure strategies, which fall into two general categories; lane closures in a single direction of travel, and crossovers, where one or more lanes are closed in both directions of travel. QUEWZ represents an improvement of previous models by using hourly traffic volumes, and recent data concerning capacities and average speeds in and around work zone sites in Texas. The increased accuracy of the user cost calculations will provide improved information for selecting the appropriate closure strategy through a work zone. (FHWA)
