THE BARRIER EFFECT IN PEDESTRIAN PLANNING. A SURVEY OF AVAILABLE METHODS FOR PLANNERS

In terms of road and traffic planning, a barrier is a physical element in the traffic environment which limits or prevents traffic flow. The physical design of the road and traffic-regulating elements may be perceived as barriers. Vehicle traffic may provide the same effect both physically and mentally. Physically because the major part of the road is occupied by vehicle traffic and mentally because the accident risks and complexity of the traffic environment disrupt pedestrian traffic. The barriers disrupt the continuity in the pedestrian road network and divides and encloses areas. The consequences of barriers are called the barrier effect. The barrier effect is connected to the pedestrians' intentions to cross the barrier and their abilities to do so. The methods surveyed have been described for practical applications, and the amount of work involved, necessary background knowledge and applicability of the methods have been analyzed. No method has been given preference in relation to the others. The choice of method will depend on the traffic and the planning situation as well as on available resources. It is believed that the existing methods provide acceptable ways of working with the barrier problems, and that they will lead to improved pedestrian traffic planning. (Author/TRRL)
