RECOMMENDATIONS FOR REGULATIONS CONCERNING HEAVY ROADBUILDING MACHINES IN SCANDINAVIA

This report describes most of the rules used by authorities in the Nordic area, which influence the manufacture of, trading with and utilization of heavy self-propelled road-building machines. The report does not describe the demands made by the authorities concerning the noise levels of the machines. The rules in Sweden, Norway, Denmark and Finland are included together with a description of the authorities who are responsible for setting up regulations for road-building and construction site machines. Certain typical consequences of the regulations are described. For example, different regulations in different countries function as more or less effective obstacles to trade. Furthermore the regulations increase the cost of road-building and structural work without always attaining the result desired by the community. The working group recommends that instead of creating a detailed and comprehensive network of rules, the authorities and people in the business should try to find some form of legislation that re-creates a personal feeling of responsibility among every individual involved in the process. Preferably, the regulations should take the form of functional rules which should not prevent technical development. Detailed rules which specify technical solutions should be avoided. The group concludes that the rules applying to road-making machines and their use should be independent of the country that has established the rules or the country in which the machine is being used.
