RELATIVE PRIORITY OF HEALTH. A COMPARISON OF ROAD ADMINISTRATION AND HEALTH CARE METHODS

The current cost estimates of road accidents are based on a study that was undertaken for the advisory committee on road planning in 1975. One component of the cost reduction that is produced by reductions in accident rates, is the "human value". The use of such a value is motivated by a wish to highlight the reduction of suffering and sorrow, pain and aches which are some of the consequences of reducing accident rates. This report treats that "human value" which is used by the Swedish National Road Administration and relates it to a comparable valuation that is conducted by the health care sector. The choice of health care as comparison standard can be seen as a result of the fact that the relevant type of valuation traditionally are discussed in this sector. (Author/TRRL)
