SEAT BELTS ON CAR BACK SEATS

If the mandatory presence of safety belts on the rear seats of cars is considered to be linked with mandatory use of the belts, many aspects from the technical, juridical point of view and aspects of publicity should be taken into account. This correlates with the existing technical and other factors which are already involved in the mandatory presence of safety belts. The special position of the rear seat as a refuge for children and its use for luggage also play a role. The policy which applied on the introduction of mandatory use of belts in the Netherlands in 1975 and the mandatory presence of belts on the front seats should be changed. (TRRL)
