PRE-CONSTRUCTION PROCEDURES FOR MOTORWAY AND TRUNK ROAD SCHEMES

The report, drawn up by a task force, gives a brief description of the trunk road and motorway system in England, how it is administered and implemented, an analysis of the procedures involved in preparing road schemes for contract and the task force's consideration of the major issues arising. Although the report is about schemes in England, the task force has drawn on experience elsewhere. Type of organisation, administrative structure, traffic appraisal, coba, civil engineering, public involvement, and the special case of road development in London are considered. Expenditure on preparation and supervision and on new construction and improvement, standard forms of consultancy agreements between DTP and the Association of Consulting Engineers and the county agent authorities, legal matters relating to compensation, local authorities' statutory procedures are outlined. Histories of the following schemes are given: A63 South Docks Road, Hull; A51 Tarvin South West Bypass, Chester; Ipswich Eastern Bypass, A564 Stoke-Derby link: Blythe Bridge-Uttoxeter section; M25 Leatherhead Interchange; M25 Swanley-Sevenoaks section; M65, Hyndburn-Burnley-Nelson sections, A66 Darlington Bypass. Recommendations for streamling the organisation, administration and approval systems are given, but the task force does not propose major organisational changes. (TRRL)
