NAASRA ROADS STUDY: URBAN ARTERIAL ROADS REPORT
Expenditure on urban arterial roads in Australia in 1981 was $375 million, or 18 per cent of the total for all roads. The future road network effects were projected for three levels of funding over the period 1981 to 1991. These funding levels are: F100--a continuation of the 1980/81 funding level in real values from 1981 to 1991; F50 -50 percent of F100; F150 -F100 plus 50 per cent. All of the traffic service measures indicate that a funding level considerably in excess of F100 is required to maintain the 1981 traffic service levels. A funding level of between F100 and F150 is required to restore, to the 1981 value, both the mean travel speed (time weighted) and the proportion of travel at low and very low speeds. When travel time, travel distance, accident and fuel savings are expressed as benefit/cost ratios, it is clear that each of the funding increments (F50 to F100, and F100 to F150) would give an excellent economic return on public investment. Some major traffic problems are not amenable to resolution at any of the funding levels examined. For the remainder, each funding level provides a substantial advantage over the lower one, with F150 generally being required to provide substantial resolution of, or prevent major deterioration in, the defined problems.
