PIARC XVII WORLD ROAD CONGRESS, SYDNEY, AUSTRALIA, OCTOBER 8-15 1983. QUESTION IV: ROADS IN URBAN AREAS. GENERAL REPORT
This general report examines the national reports on: (a) general problems (consequences of energy savings, environmental issues, financial restrictions on mobility and modal split, urban planning and transport policy, technical, judicial and financial measures to influence modal split, control the use of private cars and commercial vehicles, and promote walking, cycling and public transport, prediction and evaluation of the effects of alternative management approaches including parking); (b) urban road planning (role of road planning in urban development, administration and legal procedures for implementation, including details of public participation and consultation methods, multi-criteria analysis to aid decision making, studies of impact after new construction or network changes); (c) urban road design and construction with particular reference to environmental and safety aspects (new design principles for minor urban roads, especially in residential areas, new design principles for urban motorways and other major roads, provision for traffic during construction, improving environmental impact during construction, compensation for people affected, effects of work on underground services); (d) traffic management in urban areas (traffic control methods and evaluation of effects, signing, information to the users, identification and correction of faults in traffic control systems, implementation of traffic management measures). The conclusions proposed for adoption by the congress and the subjects proposed for discussion at the congress are listed. (TRRL)
