PLAN RELATIONSHIPS
This report identifies the processes, organizational structures, and agencies that are involved in developing transportation plans and programs in the Baltimore metropolitan area. The primary purpose of this report is to present the scheduling process for transportation projects identified in Program for Efficient Transportation, the Baltimore area's 1982 Transportation Control Plan (TCP). The diagrams and narrative in this report show how transportation projects progress from plans to implementation. The information in this paper was abstracted from various documents prepared by the Regional Planning Council (RPC), the Maryland Department of Transportation (MDOT), and the six local jurisdictions: Baltimore City; Anne Arundel County; Baltimore County; Carroll County; Harford County; and Howard County. This paper represents the first time that the contents and relationships of elements in the transportation planning process have been compiled in a single document. (Author)
