METHODOLOGY FOR A CALCULATION OF COST OF URBAN TRAFFIC CONGESTION

A calculation of costs of congestion is developed in order to determine the total expenditure of the transportation networks of an economy in connection with rush hour traffic as a basis for future planning. The analysis of the phenomenon of congestion considers the speed-traffic volume-ratio, the congestion area, the level of service concept, the speed-traffic density-ratio, and the traffic flow of the segment rather than the network. It defines the cost of congestion as those social costs which are characterized by a transportation dependent consumption of goods and of performance levels. The report develops concepts and methods of quantifying the costs of congestion and allocating these to specific types of users with the aid of equivalence coefficients. Quantification models include speed, time cost, time categories and convenience components.
