EFFECTS OF PUBLICITY AND CONTROL. AN EXPERIMENT WITH MOTOR VEHICLE TAX

EFFECTEN VAN VOORLICHTING EN CONTROLE. EEN EXPERIMENT BIJ DE MOTORRIJTUIGENBELASTING

An experiment was carried out to determine the effects, if any, of governmental measures to prevent non-payment of motor vehicle tax. In the Netherlands for each motor vehicle a tax has to be paid yearly dependent on the weight of the vehicle. The tax is paid by approximately 93% of vehicle owners. In the experiment in which twelve municipalities took part, different combinations of publicity (leaflets, papers) and control were used. It is shown that the publicity and control had a preventive effect which could be seen from the modification in the tax paying behaviour. Education and publicity influence the vehicle owner differently from (police) control. The effect of moral persuasion to pay the tax is shown to be efficient. (TRRL)
