THE URBAN ROAD NETWORK - AN ESSENTIAL PRE-REQUISITE FOR EFFICIENT TRANSPORT

This paper examines the issues arising in the planning and operation of an urban highway network and concludes that those responsible for urban areas in the UK should, having devised a balanced comprehensive transport policy for their area, prepare a programme of schemes capable of claiming a commitment to major expenditure in the urban areas. A major element of such a programme will undoubtedly include schemes for major improvement/refurbishment of the highway network often as part of development/redevelopment initiatives and including extensive but maintenance free environmental features such as landscaping. See also the paper having the same title by Gent, DJ on pp30-31, immediately preceding this paper (TRIS 387606). Both papers were presented at the National Conference of the Institution of Highways and Transportation on "Transportation on Conurbations" held in London on 1st and 2nd December 1983. (TRRL)
