ASSESSMENT OF THE STATE OF THE ROAD AND ITS NEED FOR IMPROVEMENTS - AN OUTLINE OF A SYSTEM ANALYTICAL MODEL

An appropriate system of decision is required to enable the selection of the most urgent local road improvements in the interurban road network under prevailing resource restrictions and to fullfil public utility. The decision system comprises a number of subsystems such as a purposeful assessment model encompassing all relevant aspects for the selection of road investment projects and ranking of this subsample. This demands a value system for all factors as well as an evaluation of all costs in the road traffic system. These two elements define the information concerning the status of the road, the traffic and the environment expressed in valid variables and with a reliability that defines the accuracy in the acquisition of data and the measuring technique applied. They also demand models that describe the dynamics in the road traffic system. One model is to describe the destructive process of the road structure, another the relationships between the mutual influences of road surface conditions, vehicle deterioration and road-user convenience. Additionally further models are needed to take into account road surface conditions and the road geometry on the one hand and traffic performance and energy consumption on the other at varying traffic densities. In the report the structure of these component parts has been established and their properties discussed within the frame of a systems analysis approach that will also expose the condition of applied research in general as a backround to the research indispensable in this field to establish a decision system satisfying the stipulated requests.
