PROTECTION OF ENVIRONMENT IS VITAL IN PORTUGAL'S ROAD BUILDING PROGRAM
The far-reaching effects of highway construction are illustreated in a description of a construction project on Motorway A1, the Auto-Estrada do Norte in Portugal. The motorway was designed to cross the Mondego Valley, near Coimbra, where the low-lying agricultural areas were subject to frost and fog rolling down from the mountains. Studies showed that the cold air would be dammed up on the flat ground if the road was built on a raised embankment, as planned, and the agricultural land between the road and the mountains would be virtually useless. As a result, the plans were changed, and the road was built on a combination embankment and viaduct. The cold air was able to flow freely through the viaduct and dissipate without causing additional harm to the farm lands.
