SUMMARY ADDRESS: AN INTERNATIONAL VIEW

A synthesis of points called from the various conference papers is presented here. These observations are presented under the headings Planning, Design and Construction, Maintenance, and Pavements and Soil Mechanics. Comments are made on the use of models as planning tools. It is urged that not only vehicle operating costs but also social costs, political problems, and the lack of technical data in developing countries should enter the decision-making basis. Although many ingeneous planning solutions have been proposed caution is urged because problems differ from one environment to another depending on the diverse characteristics and development level of each country. Comments are made on the papers presented on design and construction, maintenance, pavements and soil mechanics.
