ECONOMIC RATIONALITY IN THE DEVELOPMENT OF A MOTORWAY NETWORK
In an evaluation of the development of the French motorway network which, although virtually non-existent in 1960, now totals over 6000 km in length, the authors discuss the key factors, and their interaction, in such a development. The paper then concentrates on the key factor of cost-benefit analysis and the part that it has played as a means of communication and negotiation between public bodies as well as its use to enhance an image of rationality attached to decisions reached. Finally, a specific motorway link, that between Orleans and Clermont-Ferrand, is considered. (TRRL)
