AN ECONOMIC EVALUATION OF CALGARY'S NORTH-EAST LIGHT RAIL TRANSIT SYSTEM
This paper presents a benefit cost analysis of one of the radials of an LRT system which hs been under construction in the City of Calgary. Five benefits are identified and measured. These relate to reductions in commuter travel times, congestion on the road network, automobile operating costs, parking costs and bus costs. It is concluded that these benefits fall far short of the capital and operating costs and that the project is not economic. There is also a discussion of the theoretical limitations of the analysis and of relevant externalities. It is argued that these are not of sufficient magnitude to alter the basic conclusion: the project is not in the public interest.
