DEVELOPING A STATEWIDE TRAFFIC SAFETY EDUCATION DATA REPORTING AND EVALUATION SYSTEM

This article describes Washington State's efforts to address the question of the development of a Traffic Safety Education (TSE) data base. The planning, activities, and products associated with its formulation and evaluation are described. The data had to fulfill three requirements: it had to be comprehensive; it had to serve multiple purposes ranging from application review to state level evaluations; and the data had to be usable at the local, regional and state levels. The article notes certain considerations and makes certain recommendations regarding the establishment of a state level TSE data base reporting and evaluating system: the formation of such a system should be considered a "special project"; establish channels of intra-agency communication; set aside an initial adjustment time period for all staff; require coordination and consensus on the development and definition of data items; require item definition; have a first year pilot test of the reporting system; and limit first year studies and reports.
