MAJOR FACTORS INFLUENCING MODAL CHOICE IN THE UK FREIGHT MARKET
This study endeavours to look beneath the surface of aggregate data concerning the volumes, distances, unit loads, frequencies and costs of freight transport in the UK, to explore other underlying factors influencing choices of mode. The objectives were to identify a number of companies willing to divulge details of their modal choice decisions, to isolate the comparative rates and service factors considered important in those decisions and to relate these factors to those used in conventional modal-split models. The impact of recent legislation concerning drivers' hours on the profitability of road freight transport was also examined in the light of the increasing predominance of this mode for many commodities. Conclusions confirm the need to study modal choice in the freight market at a highly disaggregated level in view of the widely differing requirements for transporting, storing, transhipping and delivering goods across the full range of commodities carried.
