30KM/H ASUNTOKADULLA?
This article describes an experimental study carried out in Finland to show (1) how drivers respect a 30km/h speed limit in a residential area over a long period of time; (2) whether there are differences in behaviour between drivers residing in the area and through traffic drivers; and (3) whether minor changes in conviction procedures for speed limit violation have an effect on speed behaviour. Speeds were measured automatically for a period of 39 days. The method used permitted to distinguish between cycles, motorcycles and cars. It was found that the mean speed was 38km/h. No change in behaviour was observed after introduction of the new law on minor speeding offences. The mean speed of through traffic drivers was 6km/h higher than that of drivers residing in the area.
