THE CUSTOMER IS ALWAYS WRONG

The author and a photographer from Driver magazine spent one night riding in a California Highway Patrol car on the "X Watch," a special night shift set up to focus on picking up drunk drivers. They found that the California Highway Patrol is doing a brisk business, making six to ten stops each night and at least two drunk driving arrests. The processing of a drunk driver was found to be time-consuming. It took at least an hour, with stopping and checking the suspected drunk driver, arresting and booking at the jail, and administering the alcohol test, either through breath or urine analysis. Blood testing had to be done by medical personnel. Also, there was the report writing and filling out forms, which took much time when the suspect was uncooperative or belligerent.
