ROAD ACCIDENT DATA FOR ENGINEERING REMEDIAL WORK

This paper reviews a number of problems which have recently come to light in connection with the interpretation of road accident data, particularly the before-and-after data associated with remedial schemes. They include the "regression-to-mean" effect and "accident migration". The regression-to-mean effect is shown to be potentially more complex than originally believed, since it may apply separately to different categories of accident within the total occurring at an accident site. Suggestions are made for circumventing some (but not all) of the problems raised. (Author/TRRL)
