THE DELFT CYCLE PLAN

FIETSPLAN DELFT

This contribution outlines the history of the Delft cycle plan, its background and the chosen approach to the development of the plan. Characteristics and pattern of relations of the cyclist are being analysed. For Delft, a middle size town, a network structure on city-, district- and subdistrict level is presented. The filling in of this desired structure is based upon the policies to promote the use of the bicycle, to diminish the cyclist's hazards, and to stimulate the appreciation of the network by its users. Measurable and noticeable effects are being evaluated for this purpose in a systematic way. The carrying out of the plan has four items: (1) to complete the network by new connections; (2) to take away restrictions on cycle traffic; (3) to bring about improvements in quality and safety on existing routes; (4) to provide adequate parking facilities for cyclists in centres and near stations, bus stops etc. The experimental character of this cycle plan arises from the principle of filling in the desired network-structure in the coming 10-year period by means of measures which vary from small to fairly large provisions. The effects will concern the whole city and not just one or two separate cycle routes. Another experimental point is the agreement between the central government and the municipality about the way of subsidizing the whole package of measures for cycle traffic in Delft. (TRRL)
