STRATEGIC MAINTENANCE MANAGEMENT FOR A DEVELOPING COUNTRY: LIBYA

The paper will discuss the methods and problems of carrying out structural maintenance surveys in overseas countries, the type of data to be gathered as well as the development of the system for analysing the data, and forecasting maintenance requirements. The survey related to over 6500 kilometres of the country's strategic highways system, with detailed visual inspection of the road surface and defects being conducted at 5 kilometre intervals and supported by additional observations between these survey stations. The data collection will be described and illustrated, and types of defects and their causes discussed. Analysis followed two distinct streams; one in connection with forecasting the need for increasing capacity (to meet predicted traffic demand), and the other establishing maintenance requirements in terms of surface dressing, surface treatment or rehabilitation. The two streams were then collated to determine the overall maintenance and improvement needs. The procedure combines micro-computer analysis with engineering judgement and familiarity with the actual road system and its modes of failure. (Author/TRRL)
