LICENCE-HOLDING AND CAR AVAILABILITY: RECENT EXPERIENCE IN SOUTH YORKSHIRE
Changes in the incidence of licence holding have been examined in South Yorkshire as part of a wide ranging study into the long term effect of subsidised public transport or travel. The study was aimed at assessing the social and travel changes brought about by public transport policy in South Yorkshire and future opportunities for marketing public transport. Both quantitative and qualitative data were used, including one-day travel surveys for a sample of households in 1981 compared with similar surveys in 1972; a postal questionnaire; tape recorded interviews; and available data on travel patterns elsewhere in the country. A particular interest of the study team was the combined effect on travel behaviour of low fares and the recession, especially as there was evidence that both these factors had a disproportionately large impact on young people. Other effects discussed are age as a differentiator of change, learning to drive, and wives learning to drive. It is concluded that continuing financial restraints on private motoring for those now young will enhance the potential market for public transport and it is suggested that there may be an increasing emphasis on low cost as a factor in marketing public transport.
