NETHERLANDS TRANSPORT POLICY IN HISTORICAL PERSPECTIVE

Transport reflects the social and economic relations of every period in history. Less strict and less formal relations between men lead to a greater propensity to travel. More division of labour leads to more goods transport. In these fields we are confronted with tendencies, which cover a very long period, however, these tendencies do not have a continuous character; breaks, retardations and accelerations are inevitable. Business cycles have an influence. Technological innovations can stimulate a development. Therefore, transport markets are under the influence of permanently changing conditions and have a continuously changing structure. In this process governments are very often not neutral. Interventions go even further than in other economic activities. The reason must be found in the wish for efficient functioning of the transport market in view of the all pervasive character of transport in all economic and social activities. Furthermore, transport is an instrument in the hands of governments to achieve certain targets in the macro-economic or military field. The character of governmental intervention in transport markets depends on the political system and/or the political establishment of a government. In this light the Dutch transport policy since the end of the Napoleonic wars is analyzed and evaluated. (TRRL)
