STATE AND PARKING POLICY

HET RIJK EN HET PARKEERBELEID

Recently the Dutch Government Audit Office published a subreport on the influence the state may have on passenger transport. The author summarizes the criticism which was expressed in the report and gives some marginal notes. The new wave of deregulation and decentralization seems to have adverse effects on the execution of high-pitched policies. Some suggestions are made as follows: fines should go to the authority which also pays for the parking facilities, maintenance and enforcement. Parking authorities should be established. The state would meet local initiatives with a more positive attitude and quick legislation, and should develop an overall view of the problem. (TRRL)
