IS YOUR DLO REALLY NECESSARY?

The paper attempts to provide a pragmatic discussion of the benefits and disbenefits incurred in the direct employment of labour by a highway authority. The historical development of local authority direct labour organisations is traced and related to an analysis of the current public and private sector involvement. The effect that implementation of Part II of the Local Government Planning and Land Act 1980 has had upon attitudes in local government and the working practices of highways departments is evaluated. Alternative means of executing highway works are considered in detail with particular reference to highway maintenance and related to the cost effective provision of services. The use of private sector resources in other developed countries is described and key success factors identified. The paper thus seeks to re-examine long held beliefs. It is suggested that legislation has merely served to reinforce resistance to changes which might well prove in practice beneficial to the public service. (Author/TRRL)
