AN ANALYSIS OF PAYING BEHAVIOUR AT PARKING METERS
EEN ANALYSE VAN HET BETAALGEDRAG BIJ PARKEERMETERS
In this article an attempt is made to estimate the results of certain measures to improve the effectiveness of parking meters. It uses a model based on analysis of factors determining non-compliance in relation to the level of enforcement in Amsterdam. The conclusion is that little or no result may be expected when the restrictions of the penal system cannot be overcome or the attitude of car-drivers cannot be changed. Therefore an adaptation of the parking meter system is asked for in such a way that it will be considered again as a facility and no longer as one of too many traffic regulations imposed by law.
