PROGRAMME FOR RESEARCH ON THE RELATION BETWEEN ROAD USER COSTS AND THE PROPERTIES OF ROAD SURFACE

The programme proposes that the project be limited to examining how different levels of road surface standard influence road user costs. After a discussion of present knowledge and current research, further limitations are suggested as well as a division of the project into two sub-projects: (1) development of a model for determination of how the road surface standard influences vehicle costs; (2) analysis of different methods for monetary estimation of the added comfort attained by improvements of the road surface standard. The project is to be carried out during 1983 and 1984. During the first year a vehicle cost model is developed in subproject (1) and empirical data are introduced in the model. The first year of subproject (2) includes an analysis of how well different attempts at comfort estimation are suited to empirical research. During 1984 empirical studies are made in both subprojects. The extent of these studies will be based upon the results of the theoretical studies carried out in 1983. (TRRL)
