ROAD USER COST RECOVERY
This brief report addresses the following questions: how much do road users in South Africa pay towards the cost of providing road facilities? How much should they pay? And what is the best way of charging each road user and of financing the road system in general? These questions are basic to the formulation of a user cost recovery policy which can be integrated into the national transport policy. (TRRL)
