A SURVEY OF THE METHODS USED IN THE UK TO DEFINE AND CHANGE SIGNAL-PLANS
A review of how traffic signal plans are generated and implemented in practice was carried out. The traffic optimisation program TRANSYT, Robertson (1969), was found to be the most widely used method for generating optimal signal plans. In the UK the quality of signal plans was limited because of the lack of resources to collect accurate data for frequent updating. Several different plan change algorithms are used in practice and many have been engineered to suit local conditions. There are important limitations and constraints on individual plans, relating to such things as hardware capability, computer power and financial resources, that should be given careful consideration before incurring the expense of developing more efficient plan change algorithms.
