PINPOINTING THE PROBLEMS
The Federal Aid Safety Acts of 1973, '76 and 78 made the states responsible for determining high-accident locations and correcting the problems that create them. To help, the federal government provides funds (through the Federal Hazard Elimination Safety Program) and the inevitable guidelines and procedures. This article reports on a survey to determine how successful has this approach proved. Highway and safety officials of each state were surveyed and one-third of the states responded. The answers provide an in-depth review of the state-of-the-art in eliminating or improving high-accident locations. Subjects covered include strip developments accident pattern computations, and economic losses from accidents.
