MODELLING FOR NATIONAL TRANSPORT PLANNING IN ARGENTINA

This paper describes the conceptual and mathematical basis of an integrated set of models designed for use in the Argentina national transport plan. Particular aspects of interest include the overall system design, which permits a different level of detail to be used for different kinds of policy tests; the system for modelling the effect of transport network changes on the location of economic activity; the use of multi-level logit models to integrate the different stages of the transport model; and evaluation of user benefits; the water transport model, especially its use for evaluating port proposals; and the costing model used in the economic evaluation. The system was developed by Marcial Echenique and Partners and implemented on an IBM series 1 mini-computer. The paper will also describe some lessons learnt in developing and using the model.
