Addressing a shift in network priorities when deploying new train control technologies

Railways across Australia are in the process of introducing new train control and management technologies, which provide benefits including enhanced safety, reduced capital and operating costs, increased capacity, and others. Deployment of these systems across each relevant network requires careful planning that considers multiple factors, to ensure a manageable transition for the organisation and operators, whilst realising as many benefits as possible in the early stages. The anticipated drop in medium-term demand for passengers and some commodities, caused by the ongoing Covid pandemic in 2020, 2021 & now 2022, has caused many rail organisations to reconsider their priorities. This unceDTainty impacts not only the agreed deployment sequence and timing for these systems across the respective networks, but in some cases the overall viability of network deployment may come into question. Several strategies are available when revisiting the system deployment in this new environment, including being clear on the breadth of benefits provided, understanding the new triggers for deployment, and closely engaging with stakeholders to ensure the revised plan closely aligns with the new organisational priorities. By revisiting the deployment plans for the new rail systems and adopting these strategies, these programs can continue to remain aligned with the new direction of the operating organisations and deliver valuable benefits to clients and customers.
