CODE OF PRACTICE: THE SPECIFIC CASE

The author traces the history of the role of the Department of Transport in the design, maintenance and management of traffic on trunk roads and motorways. He examines the specific case of routine maintenance, attempting to define the many varied operations encompassed by the term, describing in particular the new code of practice for highway maintenance written by the local authority associations comparing it with the procedure being adopted by the Department of Transport in drawing up its own code. The department's code is being drawn up in response to the recommendations of the INBUCON study which also recommended the setting up of some form of technical audit and an experimental pilot scheme using the resources of the private sector as opposed to local authorities as agents. The form of the code will be of stated requirements to provide a basis for the resource planning and distribution and possible contractual arrangements with the private sector. Cost implications will be assessed and, when accepted, allowance will be made in the budget planning at national, regional and agent level. The code will also help the Department compare performance and output with the knowledge of standards set. (TRRL)
