IMPROVEMENT OF PEDESTRIAN FACILITIES AT 10 PELICAN CROSSINGS IN LEICESTERSHIRE BY THE ADDITION OF AN OVERLAP PERIOD
A report is given of the results of a survey into the effects of the addition of an overlap period into the "flashing green man/red to traffic" stage at 10 pelican crossings in Leicestershire. The survey method adopted was aimed at obtaining data concerning general usage of the crossing by both motorists and pedestrians, vehicle delays, pedestrian crossing characteristics and pedestrian harassment by motorists. The sites, all located in Leicester, were selected according to the following criteria : adverse pedestrian accident trend exhibited at that crossing, complaints from the public regarding timings and harassment, and wider than average crossing width. The results of the survey are presented in detail in a series of tables. It is concluded that the overlap period achieved its objective of reducing harassment of pedestrians without drastically increasing vehicle delays and with an added bonus of possibly reducing accidents. The maximum time for the overlap period was found to be 4 seconds with the actual time being dependent on the crossing width. (TRRL)
