ENERGY ACTIVITY AND ITS IMPACT UPON THE ECONOMY
This technical report in support of the 1983 National Energy Policy Plan (NEPP-1983) is the third NEPP report dealing with the interactions of energy and the economy. The first of these reports accompanied the National Energy Plan (NEP-1979) published in May 1979 and the second accompanied the July 1981 National Energy Policy Plan (NEPP-1981). Like the previous reports, this report presents and analysis of projected High versus Low energy price paths and their effects upon the economy. The analysis is based on simulations of two different econometric models of the U.S. economy. In addition, an analysis is presented that focuses on the potential effects of High versus Low energy price paths on U.S. household energy expenditures. A discussion of the macroeconomic approach is presented in Chapter II, along with a discussion of the alternative microeconomic (market) approach. The role of fuel substitution behavior to achieve economic efficiency is discussed in Chapter III by reviewing U.S. fuel substitution and relative fuel price trends for the 1970s. Chapter IV presents the results of NEPP-1983 energy macroeconomic modeling simulations. The simulation analysis reports macroeconomic projections based on energy price paths from 1983 to 1995. Chapter V presents the effects of the alternative NEPP-1983 energy price projections on home fuel and electricity expenditures by several U.S. household categories, including different regional and income categories. This analysis does not account for any adjustment in demand that would result from changing energy prices. Finally, Appendix A contains a discussion of the most important characteristics of the DRI and Wharton models that explains the simulation differences between the two models; and Appendix B contains detailed tables of the results discussed in Chpater IV.
