AN EVALUATIVE STUDY OF THE TEXAS DRIVER LICENSE PROCESS

This research project was initially established to determine the feasibility of Texas drivers license activities as possible traffic accident and motor vehicle violation countermeasures. A comprehensive literature search revealed that numerous treatments have been tried and only a few suggest promise of any success. These generally involve young driver restrictions and parent involvement type programs. The original constraints of this study were to make recommendations for improving effectiveness of the program without necessary increases in manpower, budget, or changes in the legal statutes concerning Texas drivers. None of the promising treatments reviewed could be administered in Texas within the framework of the constraints, so extensive field work was performed to discover ways of improving the existing process. This phase of the study describes results of surveys and treatments for more efficient processing of applicants. Also described are field tests and educational programs for upgrading examiner skills in working with the handicapped driver.
